John Vanden Bosche, Principal Engineer
Mr. Vanden Bosche has more than 18 years of experience in the wind industry with involvement in a broad range of projects. He has worked on basic engineering research, wind turbine design and analysis, component manufacturing, structural and performance field testing, turbine verification, due diligence investigations, project planning and construction, commissioning testing, operations and maintenance, and design of retrofits. He also has experience with procuring land leases, collecting and analyzing wind resource data, and calculating project performance projections. He has lived and worked on wind energy projects in Tehachapi, California, Palm Springs, California, El Paso, Texas, and South Wales, United Kingdom. Past clients include turbine manufacturers, component vendors, project developers, electrical utilities, government laboratories, and law firms. Mr. Vanden Bosche is a registered U.S. Patent Agent with experience obtaining patent protection on inventions representing a variety of technologies. He holds an M.S.M.E. from University of Texas-El Paso and a B.S.M.E. from West Virginia University.

Bill Colgrove, Construction & Estimating Manager
Bill Colgrove has more than 20 years experience in wind and other industrial construction, and provides pre-construction support on wind projects, including project budgeting, scheduling, constructability reviews, subcontractor bidding and contract reviews, turbine supply agreement reviews, site plan sketches, and land lease reviews. During construction, Mr. Colgrove also provides progress certifications for financial institutions and owners, as well as assistance with project management and contractor oversight. Mr. Colgrove also provides project management for Chinook Wind’s resource assessment and other related work. Prior to joining Chinook Wind, he was construction services manager at Matrix Service Company. He was responsible for the capital projects general construction division, which employed 70 staff and 400-500 craftsmen. In 5 years as division manager, annual revenue increased from $20 million to more than $100 million. He was responsible for profit and loss, supervision of 10 project managers, as well as estimating, subcontracting, business development, and administrative staff. He has also held the positions of project manager, instrumentation superintendent, civil superintendent, mechanical superintendent, estimator, scheduler, and field engineer, working nationwide on refinery, power generation, oil terminal, polysilicon, and other industrial and power projects. He holds bachelor’s degrees in construction management and business administration from Washington State University, graduating in 1987.
Regina Sweet, Senior Engineer
Ms. Sweet brings extensive wind resource assessment and technology expertise with research, design and hands-on experience. She has conducted wind project due diligence, energy analysis, project management, and wind tunnel consulting. She has worked with Garrad Hassan in multiple positions, including as an Assistant Project Manager with its Due Diligence Team, as Northwest Regional Manager for Energy and Development Services, and as a Wind Energy Analyst. Ms. Sweet has a BS in Mechanical Engineering from the University of Washington and a MS in Mechanical and Aeronautical Engineering from the University of California-Davis.

Kirk Stopenhagen, Meteorologist
Mr. Stopenhagen has 26 years of meteorological consulting experience, including comprehensive wind energy experience during the past five years. He has managed project teams and conducted numerous wind energy studies, including: prospecting, wind resource assessments, modeling, feasibility studies and due diligence for industries, utilities, developers and private landowners. He has conducted vertical wind profile studies using SODAR for wind energy clients and authored wind energy sections for Environmental Impact Statements. His wind project experience includes projects in 13 states and Central America. A significant amount of his career has also included specializing in measurement and analysis of meteorological and air quality data for industry and government agencies. He holds a B.S. in Meteorology from North Carolina State University.

Boyd Pro, Wind Energy Analyst
Mr. Pro provides Chinook Wind with data analysis, resource modeling and energy analysis support. He has four years of experience with a range of renewable energy and distributed generation technologies, and specializes in biomass and wind energy. Mr. Pro has worked on many projects in all scales of development for utilities, government organizations, banks, tribes and private developers. Mr. Pro spent two years working in the renewable energy group at Black & Veatch. He holds a B.S. in Physics and a B.A. in Environmental Studies from the University of Washington.

Matthew Gagne, Technical Writer, GIS Analyst
Mr. Gagne has more than 10 years of experience as a writer, designer and journalist. He specializes in writing, editing and formatting complicated ideas, images and text into cogent documents and presentations. He is adept at researching and presenting complex subjects. Mr. Gagne has experience in project management, including as Art Director and editor for several publications. His work has been published in five publications. His strengh lies in editing copy from authors whose strong suit may not be in the written word. On the technical side, he has more than 2 years of GIS in a variety of situations, including site analysis, criminology and cartography. Mr. Gagne holds a B.A in journalism with a concentration in geography from Western Washington University.

Heather E. Rhoads-Weaver, Project Manager
Ms. Rhoads-Weaver has more than 13 years of experience in wind energy program management and advocacy, specializing in initiating and building sustainable ventures, providing funding development, public affairs, market research and business management consulting. Drawing on lessons learned with numerous U.S. federal and state funding programs designed to build wind generation markets, Ms. Rhoads-Weaver provides expertise with a broad range of development issues. She has designed, launched and managed dozens of energy-related outreach and analysis project work plans funded by the USDA, the U.S. Dept. of Energy, the U.S. Dept. of Health & Human Services, the Bonneville Environmental Foundation, the Energy Foundation, the Bullitt Foundation, the California Energy Commission, the New York State Energy Research & Development Authority, the Energy Trust of Oregon, and others. Ms. Rhoads-Weaver has managed fund development and stakeholder involvement for the Small Wind Certification Corporation, a project of the Interstate Renewable Energy Council, and was awarded the 2006 "Small Wind Advocate of the Year" by DOE/NREL's Wind Powering America Program. She served as American Wind Energy Association's Small Wind Advocate for five years, was the founding Executive Director for Northwest Sustainable Energy for Economic Development (SEED), and previously worked as Program Manager for Global Energy Concepts, Senior Outreach Coordinator for the National Wind Coordinating Committee, and lobbyist for Iowa Citizen Action Network. She holds an M.S. in Environmental Science from the University of Northern Iowa and a B.A. in Science in Society from Wesleyan University.

Ken Winnick, Senior Data Analyst
Mr. Winnick is an innovative technical analyst and data systems manager with 25 years of experience focused on the development of information systems supporting a wide variety of energy and environmental projects. At Chinook Wind he is responsible for the development and management of the database systems, work-flows, and related tool sets for wind analysis and site planning. Mr. Winnick has held leadership positions in information technology at major environmental and engineering consulting companies including Global Energy Concepts, CH2M Hill, URS Corporation, and Tetra Tech FW (previously EBASCO). Mr. Winnick was certified as a PMP (Professional Project Manager) in 2002. He holds an MBA degree from the University of Washington Executive MBA Program, with a concentration in Technology Management.

Tadd Lisman, Senior Data Analyst
Mr. Lisman provides data analysis services including project performance evaluation, power curve data analysis, uncertainty calculations, meteorological data processing, power quality evaluation, and risk assessment. He has 11 years of experience working with complex data sets from wind energy projects in a variety of settings and applications. He has developed specialized data management tools to increase the speed and accuracy of all aspects of data processing. He holds a B.S. in Applied Mathematics from Western Washington University, and a M.S. in Physics from the University of Washington.

Terrance Meyer, P.E., Associate Engineer
Mr . Meyer has 9 years of experience in the renewable energy industry including wind turbine technology, inverter technology, energy storage technology, thermal design, mechanical design, technical writing, data analysis, small hydroelectric plant operation, electric vehicles, solar electric system design and bio-fuels. He has worked with utilities, developers, banks, tribes, industry, government agencies and landowners. Peggy Peale Bosche, Business Manager
Mrs. Bosche co-founded Chinook Wind in 2001. She has extensive experience in corporate finance at Fortune 100 companies, including 10 years at Microsoft and six years working in Amsterdam and Brussels with 3M Corporation. She has held positions in Operations Management and Program Management at each of these firms as well. Mrs. Bosche holds an M.B.A. in finance from the University of Washington.
Rebecca Odgen, Administrative Assistant
Ms. Ogden is an essential part of the Chinook Wind team, assisting Peggy Peale Bosche and John Vanden Bosche with bookkeeping and administrative tasks in their office near Bellingham. She has an educational background in graphic design. She ran her own graphic design business for 5 years prior to joining Chinook Wind. She started producing canvas work in 2005. Ms. Ogden has had her art shown at many art venues in Bellingham, Washington, in addition to a number of other venues across the West Coast.
